Energy Safe determined there was proper cause to take Disciplinary Action on the basis that Goming Electrix, failed to nominate a new technical supervisor within the specified timeframe after the previous technical supervisor was no longer able to hold this position for the REC.

On 5 June 2025, Energy Safe concluded its inquiry under section 34 of the Electricity Safety Act 1998 (the Act) which considered the behaviour of the REC and its use of unlicenced electrical workers to conduct electrical installation work. These behaviours came to light during audits of solar installations by Energy Safe Enforcement Officers. The inquiry considered if Panda Development Group failed to comply with the relevant acts and regulations when carrying out work in its capacity as an REC.
Energy Safe determined there was proper cause to take Disciplinary Action on the basis that Panda Development Group:
- used unlicensed electrical workers to conduct electrical installation work.

Disciplinary Action Summary
On 5 June 2025, Energy Safe concluded its inquiry under section 41 of the Electricity Safety Act 1998 (the Act) which considered the LEW’s responsibility as the nominated technical supervisor for a Registered Electrical Contractor (REC). The inquiry considered if the LEW failed in his duty, as the nominated technical supervisor for a REC where breaches of the Act and regulations had been committed.
Energy Safe determined there was proper cause to take Disciplinary Action on the basis that LEW Guangming Wei:
- failed to comply with the Act and regulations

Energy Safe placed a condition on the licence of Guangming Wei, preventing him from being a nominated technical supervisor for a period of 12 months and until he has completed a nominated course.

On 24 March 2025, Energy Safe concluded its inquiry under section 41 of the Electricity Safety Act 1998 (the Act) into Mr Denny’s licence A69274.

Energy Safe placed the following conditions on Mr Denny’s Licence (A69274):
- You are prohibited from completing electrical work under this licence at any residential property for a period of 12 months from the date of the decision letter (24 March 2025); and
- Prior to commencing any work under this licence, report to your employer, all conditions on this licence.
Disciplinary Action summary
On 12 June 2024, Energy Safe concluded its inquiry under section 34 of the Electricity Safety Act 1998 (the Act) into the failure to issue a Certificate of Electrical Safety relating to electrical installation of air conditioners at residential properties across Melbourne under his licence.
The inquiry was initiated following multiple complaints to Energy Safe from residents that the air conditioners installed were faulty and, on some occasions, not working.
Based on the available material, Energy Safe found seven separate instances where Mr Martin failed to complete a COES following installation of an air conditioner.
Energy Safe determined there was proper cause to take Disciplinary Action on the basis that Mr Martin:
- failed to comply with the Act and Regulations (section 34(1)(a))
- was negligent or incompetent in undertaking the electrical installation work (section 34(1)(f).

Energy Safe cancelled Mr Martin’s Registered Electrical Contractor Licence (REC-30685).

On 15 August 2024, Energy Safe concluded its disciplinary action inquiry into the conduct of LEW Gavin Brady (A63630), under section 41 of the Electricity Safety Act 1998 (The Act) The inquiry considered if, Mr Brady had, during the carrying out of electrical installation work at several addresses, failed to comply with section 41 (1) of the Act.
Based on the available information, Energy Safe determined there was proper cause to take disciplinary action on the basis that Mr Brady:
- failed to comply with the Act or Electrical Safety (General) Regulations 2019 (Vic) (Regulations) (section 41(1)(a)) and
- had been convicted of a relevant offence (section 41 (1)(c)) and
- was incompetent, or was a party to any incompetence, in connection with carrying out of electrical work (section 41(1)(e)) and
- engaged in fraudulent conduct in carrying at electrical installation work (section 41(1)(f)).

Energy Safe cancelled Mr Brady’s licence (A63630).
Disciplinary Action summary
On 13 August 2024, Energy Safe concluded its disciplinary action inquiry into the conduct of LEW Adam Falzon (A34067), under section 41 of the Electricity Safety Act 1998 (The Act). The inquiry considered if, Mr Falzon had, during the carrying out of electrical installation work at several addresses, failed to comply with the Act or relevant regulations, and whether that conduct was negligent or incompetent or both.
Based on the available information, Energy Safe determined there was proper cause to take disciplinary action on the bases that Mr Falzon.
- failed to comply with the Act or Electrical Safety (General) Regulations 2019 (Vic) (Regulations) (section 41(1)(a)) and
- was negligent or incompetent, or was a party to any negligence or incompetence, in connection with carrying out of electrical work (section 41(1)(e)).

Energy Safe imposed conditions on Mr Falzon’s licence (A34067)
- preventing him from completing any wind turbine installation work until 12 June 2025, and
- preventing him from being a nominated technical supervisor for a Registered Electrical Contractor (REC) for a period of 2 years.

On 8 May 2024, Energy Safe concluded its inquiry under section 34 of the Electricity Safety Act 1998 (the Act) into Split System Installers concealing relevant information when making application to Energy Safe to become a Registered Electrical Contractor (REC) licence holder.
Based on the available material, Energy Safe found the sole director of the company had not disclosed relevant information relating to his criminal history during the application process for the licence.
Energy Safe determined there was proper cause to take Disciplinary Action on the basis that Split System Installers:
- obtained a registration (REC-34423) by concealment of facts (section 34(1)(b)).

Disciplinary Action summary
On 4 January 2024, Energy Safe concluded its inquiry under section 41 of the Electricity Safety Act 1998 (the Act) into Mr Smith’s failure to comply with a condition on his licence LEW-A38739 and his relevant criminal history.
Based on the available material, Energy Safe determined there was proper cause to take Disciplinary Action on the basis that Mr Smith:
- was convicted of an offence involving violence that was punishable by a term of imprisonment of 6 months or more (section 41(c))
- failed to comply with a condition of his licence LEW-A38739 (section 41(d)).
